The highest annual honor in our nation's human resources field, the "2025 National Talent Development Award," announced its list of winners on December 4th. Premier Cho Jung-tai personally presented the awards, recognizing companies for their outstanding innovations in talent strategy. The Central Changhua-Nantou Regional Branch of the Workforce Development Agency has long been invested in workforce development within its jurisdiction and established an enterprise guidance team to provide expert guidance to companies. The two companies recommended this year—Windsor Hotel Taichung and CHMER—stood out by promoting innovative and scalable talent development models, both winning the "Outstanding Case Award" and demonstrating learning benchmarks in the different fields of service and manufacturing industries.

Another award-winning enterprise, CHMER, has created a benchmark for manufacturing skill talent cultivation with its ten-year deep-rooted talent development system. Since 2015, the company has applied to participate in the Central Changhua-Nantou Regional Branch's "Enterprise Human Resource Enhancement Project," gradually establishing a "Technical Dojo" model. It institutionalized the TPS production system, CNC intellectualization, on-site improvement, and coaching-style mentoring, forming a dual-track training of "Senior Technical Consultant + Youth Seed Coach." In addition, by clearly marking learning paths through standardized SOPs to create skill maps, it has become a "Heritage Demonstration Base" that the manufacturing industry scrambles to visit and learn from. The judges believed that CHMER successfully transformed craftsmanship into a replicable system, which is exactly the core spirit advocated by the Talent Development Award.
